position– The Committee discussed a
request made by MaLinda Hillman to replace an RN who is retiring. Motion by

Sheriff’s Department – request to fill deputy
vacancy– Sheriff McCarty was present
to request authorization to replace a deputy who has resigned. Motion by
Fairfield, second by Jones to
recommend approval of filling a deputy vacancy to the finance committee.

Employee Background Checks –
Linda Daniels discussed with the committee
options of conducting criminal background checks on new hires. Daniels
recommended getting some type of policy in place on this issue. Consensus of
the committee is have Linda proceed with implementing a policy which requires
background checks on all new hires, to be conducted through the Sheriff’s
Department.
Bereavement Policy Clarification –
Daniels discussed the bereavement section of
the personnel policy. Daniels stated that the policy for part time employees is
unclear to her. Consensus of the committee is to have Daniels amend the policy
to reflect bereavement pay is for full-time employees only.
Hiring a Veteran Update –
Linda Daniels discussed with the committee the
policy for hiring veterans. Consensus of the committee is adopt a veterans
policy addition to the personnel policy under the hiring policy section 2.1
which states that in situations where two applicants are equally qualified,
preference will be given to the veteran.

Committee to okay the hiring. MOTION CARRIED WITH ALL AYES.
Job Descriptions –
Linda Daniels distributed to the committee
members the new formatted Job Descriptions, with the physical requirements
added. Discussion was had on grade level salaries and consistencies with
grades. Motion by Thompson, second by
Fairfield to forward the job descriptions with
physical requirements to department heads.
MOTION CARRIED WITH ALL AYES.
Additional policies to be added to Personnel
Manual – Daniels distributed to the
committee drafts of additional policies which need to be added to the Personnel
Code. These policies are state and federal laws which were enacted last year.
They are: Family Military Leave; Uniformed Services Employment and Reemployment
Rights Act; School Visitation Leave; Blood Donation Leave; and, Voting Leave.
Motion by Flott, second by Deany to recommend to the Board, with approval
from attorneys, that the additional policies be added to the Personnel Code.

preference in hiring. Daniels to check into this and report at the next
committee meeting.

second by Fairfield to approve the Contract Counsel Agreement. MOTION

County Clerk – Staffing Issues – Kristy Masching was present to request
authorization to replace an employee who will be moving. Motion by Flott,
second by Thompson to approve the replacement of a deputy clerk. MOTION

Criminal Justice Consulting Contract – Sheriff McCarty stated that our
contract with Criminal Justice Consulting to provide a jail administrator has
expired. McCarty stated that the new contract has a proposed 3% increase.
Motion by Fairfield, second by Jones to approve and recommend to the full board
the Extension Agreement with Criminal Justice Consulting. MOTION CARRIED
WITH ALL AYES.
Nursing Home – Staffing Issues – Rapp presented the Committee with the
request made by Richard Bracken for the replacement of 1 part time Dietary Aide,
1 full time Dietary Supervisor, 4 part time CNA’s and 1 full time Maintenance
position. The Committee discussed the need to replace these positions.
Motion by Flott, second by Fairfield to approve the hiring of a Dietary
Supervisor. MOTION CARRIED WITH ALL AYES.

Probation Officer Position Request – Judge Frobish
reviewed with the Committee a letter from Mike Shaughnessy requesting a
probation officer. He stated that the only change to that proposal would be the
amount of the probation fees reimbursed to the general fund being $15,596.31, as
opposed to the $19,815.91 originally stated. The new proposed amount would
cover all expenses to the general fund due to the addition of this employee.
Motion by Deany, second by Fairfield to recommend to
the Finance Committee the hiring of a probation officer.
MOTION CARRIED WITH ALL AYES ON VOICE VOTE.
Employee Appreciation Dinner – Discussion took place
in regards to this year’s Employee Appreciation Dinner. Flott stated that he
had confirmed the approved February 3, 2006 date with the Country Mansion with a
snow date being reserved on February 17, 2006. He stated that the price per
meal would remain the same as last year. He further mentioned that there were
28 no shows last year, and that it would be nice to reduce that number. Further
discussion took place as to the details of the event.

Jones, second by Flott to recommend two part time housekeeping positions to the

Part-time Employee – County
Clerk’s Office – Kristy Masching was present to
request a part time employee, as needed, for the County Clerk’s Office. She
stated that in March she did have a part time person in her office, but that
person went full time when a position opened. She stated that she would like to
have a part time person available for special projects including indexing the
track books, help with elections, early voting, etc.

Staff Replacements Livingston
Manor – A letter was presented on behalf of Mr.
Bracken requesting the replacement of 1 full time CNA to replace an employee who
resigned and 3 FT-RN/LPN temporary positions to temporarily replace two
employees that are on medical leave and one employee on workman’s comp. Rapp
stated that in the meantime Manor supervisors have been filling in.
Motion by Flott, second by Fairfield to recommend the vacancies
of one CNA and three RN/LPN positions to the Finance Committee.

Staff Replacements Sheriff’s
Department – Sheriff McCarty requested approval to
fill a deputy vacancy. Motion by Fairfield, second by
