MINUTES OF OCTOBER 4th, 2006 MEETING

 

Committee Chair Shafer called the meeting to order at 5:00 p.m. in the Clavey Room at the Livingston County Courthouse, Pontiac, Illinois.

Present:                        Shafer, Flott, Deany, Fairfield, Jones, Thompson

Motion by Flott, second by Deany to approve the revised agenda.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

The Committee reviewed the minutes of the September 6th, 2006 meeting.  Motion by Jones, second by Thompson to approve the minutes of the September 6th, 2006 meeting. MOTION CARRIED WITH ALL AYES.

 

Health Department – Request to fill RN position– The Committee discussed a request made by MaLinda Hillman to replace an RN who is retiring.  Motion by Flott, second by Thompson to recommend approval of replacing an RN for the Health Department.  MOTION CARRIED WITH ALL AYES.

 

Sheriff’s Department – request to fill deputy vacancy– Sheriff McCarty was present to request authorization to replace a deputy who has resigned.  Motion by Fairfield, second by Jones to recommend approval of filling a deputy vacancy to the finance committee.  MOTION CARRIED WITH ALL AYES.  

 

Employee Background Checks – Linda Daniels discussed with the committee options of conducting criminal background checks on new hires.  Daniels recommended getting some type of policy in place on this issue.  Consensus of the committee is have Linda proceed with implementing a policy which requires background checks on all new hires, to be conducted through the Sheriff’s Department.

 

Bereavement Policy Clarification – Daniels discussed the bereavement section of the personnel policy.  Daniels stated that the policy for part time employees is unclear to her.  Consensus of the committee is to have Daniels amend the policy to reflect bereavement pay is for full-time employees only. 

 

Hiring a Veteran Update – Linda Daniels discussed with the committee the policy for hiring veterans.  Consensus of the committee is adopt a veterans policy addition to the personnel policy under the hiring policy section 2.1 which states that in situations where two applicants are equally qualified, preference will be given to the veteran. 

 

Motion by Fairfield, second by Deany to adjourn.  MOTION CARRIED WITH ALL AYES.  Meeting adjourned at 5:42 p.m.

MINUTES OF SEPTEMBER 6th, 2006 MEETING

 

Committee Chair Shafer called the meeting to order at 5:00 p.m. in the Clavey Room at the Livingston County Courthouse, Pontiac, Illinois.

Motion by Fairfield, second by Thompson to approve the agenda as presented.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

The Committee reviewed the minutes of the August 9th and August 17th , 2006 meetings.  Motion by Fairfield, second byDeany to approve the minutes of the August 9th and August 17th, 2006 meetings. MOTION CARRIED WITH ALL AYES.

 

Health Department – 2 professional support positions– MaLinda Hillman advised the committee that she needed to fill to support positions, the financial administrator and the school based health center secretary.  The financial administrator is retiring and the school based health center secretary has resigned.  Motion by Thompson, second by Deany to take this to the Finance Committee to okay the hiring.  MOTION CARRIED WITH ALL AYES.

 

Job Descriptions – Linda Daniels distributed to the committee members the new formatted Job Descriptions, with the physical requirements added.  Discussion was had on grade level salaries and consistencies with grades.  Motion by Thompson, second by Fairfield to forward the job descriptions with physical requirements to department heads.  MOTION CARRIED WITH ALL AYES.   

 

Additional policies to be added to Personnel Manual – Daniels distributed to the committee drafts of additional policies which need to be added to the Personnel Code.  These policies are state and federal laws which were enacted last year.  They are:  Family Military Leave; Uniformed Services Employment and Reemployment Rights Act; School Visitation Leave; Blood Donation Leave; and, Voting Leave.  Motion by Flott, second by Deany to recommend to the Board, with approval from attorneys, that the additional policies be added to the Personnel Code.  MOTION CARRIED WITH ALL AYES.  Discussion was had on military preference in hiring.  Daniels to check into this and report at the next committee meeting.

 

Motion by Fairfield, second by Flott to adjourn.  MOTION CARRIED WITH ALL AYES.  Meeting adjourned at 5:55 p.m.

Committee Chair Shafer called the meeting to order at 5:46 p.m. at the Pontiac City Hall, Pontiac, Illinois.

Administrative Assistant Vacancy Motion by Thompson, second by Fairfield approve the posting of the administrative assistant vacancy.  MOTION CARRIED WITH ALL AYES.

 

MaLinda Hillman was present to advise the committee that she had received notification that an employee will be retiring effective August 30, 2006.  She was not able to make the agenda for approval of this position due to the 48 hour rule, but wanted to advise the committee that she will begin the application process immediately as she already has an employee out on medical leave. 

 

Motion by Thompson, second by Flott to adjourn.  MOTION CARRIED WITH ALL AYES.  Meeting adjourned at 5:50 p.m.

Employment of new Contract Counsel– Judge Frobish stated that Morgan has been appointment public defender.  Frobish stated that Tracy Smith will be taking over for Morgan as contract counsel.  Motion by Flott, second by Jones to approve the employment of new contract counsel.  MOTION CARRIED WITH ALL AYES.

 

Healthy Families Support Staff Member – Liv. Co. Health Dept. – MaLinda Hillman stated that she had an employee resign after four years of service to work with her husband. 

 

RN MCH Program – Livingston County Health Department -

Hillman stated that she had an RN resign.  Motion by Flott, second by Thompson to approve the replacement of a healthy families support staff member and a RN.  MOTION CARRIED WITH ALL AYES.

 

Correctional Officer Vacancy Request

Sheriff McCarty stated that he had a correctional officer resign after being on extended medical leave.  Motion by Fairfield, second by Jones to approve the replacement of a correctional officer.

Staffing Issues – County Clerk – Kristy Masching stated that the head of the bookkeeping department has accepted a position with the highway department.  A discussion took place on possibly restructuring the position in conjunction with the approved finance assistant position. 

 

Motion by Jones, second by Fairfield to authorize the county clerk to fill this position as she deems necessary.  MOTION CARRIED WITH ALL AYES

Sheriff’s Department – Request to fill Deputy vacancy– Sheriff McCarty was present to request authorization to replace a deputy who had resigned.  Motion by Fairfield, second by Deany to approve the replacement of a deputy.  MOTION CARRIED WITH ALL AYES

 

Staff Replacement – Livingston Manor – (1) Cook – Ron Jaeger was not present to make request on behalf of Livingston Manor.  The Committee reviewed a memo which was presented by Jaeger at the nursing home committee, which noted that this position will be filled internally and will result in a staff reduction of one full time employee.   Consensus of the Committee is to forward this item to the finance committee for approval. 

 

Executive Session – 5 ILCS 120/2 (c)(1) – Personnel Matters

The Committee did not go into Executive Session as no discussion was needed.

 

Action Resulting

Consensus of the Committee is to authorize the chairman of the board to hire a person to fill the approved Finance Assistant Position, with official action to be taken by the finance committee.

Committee Chair Shafer called the meeting to order at 5:05 p.m. in the Clavey Room at the Livingston County Courthouse, Pontiac, Illinois.

Committee Chair Shafer stated that the agenda would need to be amended to add Dr. Schleder from animal control.  Shafer then called for any other additions or changes to the amended agenda.  Motion by Fairfield, second by Thompson to approve the agenda as amended.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

The Committee reviewed the minutes of the April 5th, 2006 meeting.  Motion by Fairfield, second by Thompson to approve the minutes as presented. MOTION CARRIED WITH ALL AYES.

 

Dr. Schleder – Animal Control– Dr. Schleder was present to request authorization to replace a part time officer due to resignation.  Motion by Flott, second by Deany to approve the replacement of a part time officer.  MOTION CARRIED WITH ALL AYES

 

New Contract – Circuit Court Conflict Counsel Agreements – Judge Frobish stated that David Ahlemeyer will be retiring after 31 years of service.  Frobish stated that Randy Morgan will be taking over Ahlemeyer’s responsibilities and Bill Bertram will be taking over Morgan’s responsibilities.  Motion by Flott, second by Fairfield to approve the Contract Counsel AgreementMOTION CARRIED WITH ALL AYES

 

County Clerk – Staffing Issues – Kristy Masching was present to request authorization to replace an employee who will be moving.  Motion by Flott, second by Thompson to approve the replacement of a deputy clerk.  MOTION CARRIED WITH ALL AYES. 

 

Criminal Justice Consulting Contract – Sheriff McCarty stated that our contract with Criminal Justice Consulting to provide a jail administrator has expired.  McCarty stated that the new contract has a proposed 3% increase.  Motion by Fairfield, second by Jones to approve and recommend to the full board the Extension Agreement with Criminal Justice Consulting.  MOTION CARRIED WITH ALL AYES. 

 

Nursing Home – Staffing Issues – Rapp presented the Committee with the request made by Richard Bracken for the replacement of 1 part time Dietary Aide, 1 full time Dietary Supervisor, 4 part time CNA’s and 1 full time Maintenance position.  The Committee discussed the need to replace these positions.  Motion by Flott, second by Fairfield to approve the hiring of a Dietary Supervisor.  MOTION CARRIED WITH ALL AYES. 

 

With there being no further business to come before the Committee there was a motion by Deany, second by Jones to adjourn.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.  Meeting adjourned at 5:45 p.m.

Request to fill staff vacancy – Sheriff’s Department – Chief White was present to request approval to hire a correctional officer.  Chief White stated that a correctional officer had been dismissed for failure to meet training standards.  Motion by Flott, second by Fairfield to approve the replacement of a correctional officer.  MOTION CARRIED WITH ALL AYES

 

Request to fill staff vacancy – Circuit Clerk–  Judy Cremer stated that she has two vacancies in the Circuit Clerk’s office.  Cremer stated that she had an employee resign after thirty years of service and has just recently been advised that she will have another vacancy in the child support division.  Motion by Fairfield, second by Deany to approve the request to fill two vacancies in the Circuit Clerks’ OfficeMOTION CARRIED WITH ALL AYES

 

Finance Position - The Committee reviewed a working draft for the Finance Assistant.  The Committee felt this person should be responsible for interpreting reports, budgeting, and building projects and should report directly to the Administrative Committee.  Some adjustments were made and will be recommended to the Finance Committee. 

 

Motion by Flott, second by Deany to go into Executive Session. MOTION CARRIED WITH ALL AYES ON ROLL CALL VOTE.  Executive session began at 5:50 p.m.

 

Regular session began at 5:56 p.m.

 

No action taken.

Committee Chair Shafer then called for any additions or changes to the February 8th, 2006 minutes, with there being none requested.  Motion by Fairfield, second by Jones to approve the minutes of the February 8th, 2006 meeting. MOTION CARRIED WITH ALL AYES.

 

Request to fill staff vacancy - Highway – Dave Winters stated that he has an administrative assistant who will be retiring at the end of June.  Winters further stated that he has an opening in the maintenance division due to the death of an employee.  The Committee questioned Winters if he really felt the need to replace the person in the maintenance division.  Winters replied that it would become a problem during the summer when more than one employee is on vacation.  Motion by Jones, second by Thompson to approve the replacement of the two employees.  MOTION CARRIED WITH ALL AYES

 

Request to fill staff vacancy – Livingston Manor –  None requested

 

The Committee then discussed the possibilities of new HR, finance, and IT positions, what their responsibilities could be and if the positions could be combined.

Request to fill Deputy Vacancy – Sheriff McCarty was present to request the replacement of two deputies who have resigned.  A discussion took place in regards to salary and insurance compensation and training expenses for new officers.  Motion by Flott, second by Fairfield to approve the replacement of two deputies.  MOTION CARRIED WITH ALL AYES

 

Request to fill Correctional Officer Vacancy –  Sheriff McCarty requested the Committee approve the replacement of a correctional officer.  He stated that Bobbi Starkey will be going back to school for nursing.  Motion by Jones, second by Flott to recommend to approve the replacement of a correctional officer.   MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

The Committee then discussed various items which were brought up at the Employee Representative Committee meeting, which included various maintenance and security issues, the Employee Appreciation Dinner, and name tags for all county employees. 

 

Motion by Thompson, second by Fairfield to adjourn.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.  Meeting adjourned at 5:40 p.m.

Committee Chair Shafer called the meeting to order at 5:00 p.m. in the Committee Meeting Room at the Livingston County Courthouse, Pontiac, Illinois.

Committee Chair Shafer called for the approval of the Agenda.  Motion by Fairfield, second by Jones to approve the Agenda.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

Motion by Deany, second by Fairfield to approve the minutes of the December 7th, 2005 meeting. MOTION CARRIED WITH ALL AYES.

 

Staff Replacements Livingston Manor – No request was made.

 

Staff Replacement – Public Health –  Malinda Hillman was present to request the replacement of a secretary who will be retiring March 31, 2006 after 22 years of service.  Motion by Fairfield, second by Deany to recommend to the Finance Committee the replacement of a secretary for the public health department.   MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

Probation Officer Position Request – Judge Frobish reviewed with the Committee a letter from Mike Shaughnessy requesting a probation officer.  He stated that the only change to that proposal would be the amount of the probation fees reimbursed to the general fund being $15,596.31, as opposed to the $19,815.91 originally stated.  The new proposed amount would cover all expenses to the general fund due to the addition of this employee.  Motion by Deany, second by Fairfield to recommend to the Finance Committee the hiring of a probation officer.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

 

Employee Appreciation Dinner – Discussion took place in regards to this year’s Employee Appreciation Dinner.  Flott stated that he had confirmed the approved February 3, 2006 date with the Country Mansion with a snow date being reserved on February 17, 2006.  He stated that the price per meal would remain the same as last year.  He further mentioned that there were 28 no shows last year, and that it would be nice to reduce that number.  Further discussion took place as to the details of the event. 

 

Motion by Flott, second by Thompson to adjourn.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.  Meeting adjourned at 5:32 p.m.

Staff Replacements Livingston Manor – Richard Bracken was present to request the Committee approve the hiring of two part time employees for the housekeeping department to replace one full time employee who left in September of 2005.  He stated that he originally did not replace this employee due to the census being down, but that things were picking up and he now felt the need.  Motion by Jones, second by Flott to recommend two part time housekeeping positions to the Finance Committee.   MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

Part-time Employee – County Clerk’s Office – Kristy Masching was present to request a part time employee, as needed, for the County Clerk’s Office.  She stated that in March she did have a part time person in her office, but that person went full time when a position opened.  She stated that she would like to have a part time person available for special projects including indexing the track books, help with elections, early voting, etc.  Motion by Flott, second by Fairfield to recommend to the Finance Committee a part time employee for the County Clerk’s Office.   MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

Employee Appreciation Dinner – Discussion took place in regards to the dates available for the Employee Appreciation Dinner being January 27th and February 3rd.  Consensus of the Committee is to go with the February 3rd date with the dinner to be held at the Country Mansion in Dwight. 

 

Motion by Flott, second by Jones to adjourn.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.  Meeting adjourned at 5:30 p.m.

MINUTES OF NOVEMBER 9th, 2005 MEETING

 

Committee Chair Shafer called the meeting to order at 5:00 p.m. in the Committee Meeting Room at the Livingston County Courthouse, Pontiac, Illinois.

 

Present:                        Shafer, Flott, Deany, Fairfield, Jones, Thompson, Rapp

Absent:            

Others Present:           County Clerk Kristy Masching, Sheriff McCarty, Dr. Schleder – Animal Control; Mike Shaughnessy – Court Services.

 

Committee Chair Shefer called for the approval of amending the agenda to add Mike – Shaughnessy – Court Services to line item d.).  Motion by Fairfield, second by Deany to approve the amended agenda.  MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

Motion by Flott, second by Jones to approve the minutes of the October 5th, 2005 meeting. MOTION CARRIED WITH ALL AYES.

 

Staff Replacements Livingston Manor – A letter was presented on behalf of Mr. Bracken requesting the replacement of 1 full time CNA to replace an employee who resigned and 3 FT-RN/LPN temporary positions to temporarily replace two employees that are on medical leave and one employee on workman’s comp.  Rapp stated that in the meantime Manor supervisors have been filling in.  Motion by Flott, second by Fairfield to recommend the vacancies of one CNA and three RN/LPN positions to the Finance Committee.   MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

Staff Replacements Sheriff’s Department – Sheriff McCarty requested approval to fill a deputy vacancy.  Motion by Fairfield, second by Thompson to recommend to the Finance Committee the replacement of a deputy for the Sheriff’s Department.   MOTION CARRIED WITH ALL AYES ON VOICE VOTE.

 

Staff Replacements Animal Control – Dr. D.W. Schleder from Animal Control was present to request the replacement of a weekend officer for Animal Control.  Motion by Flott, second by Deany to recommend to the Finance Committee the replacement of a weekend officer for Animal Control. .   MOTION CARRIED WITH ALL AYES ON VOICE VOTE.
