April 21, 2006 Effective Monday, April 17, 2006 the three agencies which the Livingston County Public Safety Complex was designed to house, the Livingston County Jail, Sheriff's Department, and LivCom E-911, are fully operational from within the structure located at 844 West Lincoln Street. This process was completed when detainees were transferred to the new facility following their morning meal at the former jail located at 314 West Water Street. The Booking area of the new jail was opened to all agencies at 2:00 p.m. The Sheriff's Department has been operating out of the Public Safety Complex since November and LivCom E-911, the county's emergency dispatch center, transferred their operations into the facility earlier this month.

March 23, 2005 Livingston County began construction of a new 135 bed podular jail in April 2003. Substantial completion is expected to be July 2005.
In preparation for transition to the new facility, Transition Coordinator Lynn Cahill-Masching with the assistance of several correctional officers has established an office on-site at the Public Safety Complex to facilitate completion of tasks and subtasks that must be completed to successfully open the new building. Many of these tasks depend on the completion of a previous task.
At this time the Transition Team is focused on writing scenarios, preparing policies and procedures and developing a master facility activity schedule. This process requires the determination of step-by-step procedures for completing each task in the new building. They must identify all furnishings, equipment and supplies necessary to complete each task to ensure all of these items are procured and put in place before moving inmates into the new facility.
Additional tasks in the transition action plan include the development of an Inmate Handbook, Staff Training Plan (for operation of the new facility), and the Inmate Move Plan. Upon receiving possession of the facility, an additional 30-60 days will be needed to conduct a thorough shakedown of the facility.
NATIONAL INSTITUTE OF CORRECTIONS PROVIDES TRANSITION GUIDANCE
November 9, 2004, James Rowenhorst of the National Institute of Corrections - Jails Division presented an overview to members and staff of Livingston County's Board, Sheriff's and Maintenance Departments of the transition process required prior to opening the county's new jail. Following the overview, Mr. Rowenhorst conducted an intense two and a half day workshop with a group from the Sheriff's administrative and jail staff, outlining in detail those tasks that must be completed prior to housing inmates in the new facility. Within minutes of closing the workshop, Mr. Rowenhorst met with the entire Livingston County Board, at their regular monthly meeting on November 11, and briefed them on transition tasks to be completed prior to the county jail vacating the 19th century building to utilize the 21st century facility.
